TRANSFER PHASES:
The World Transfer event is divided up into 3 phases.
Phase 1: Transfer Preparations
Commanders can set a Max Combat Power for operatives seeking to transfer into their World. If a World does not have a Commander at the time of the event, then the last operative to have been appointed Commander will serve as an acting Commander.
Phase 2: Advance Invitations
Commanders can invite operatives from other Worlds to join their World in advance by sending Normal or Special Invites. Normal Invites are intended for operatives under the set Max Combat Power, while Special Invites can be anyone who exceed the set Max Combat Power. Each World starts with 3 Special Invites and will recover by 1 at the 1st of each month at 00:00 UTC, up to 3 charges.
Phase 3: Free Transfers
In this phase, operatives can freely transfer into any World as long as they are under the set Max Combat Power. Operatives who exceed the Max Combat Power can only request a Special Invite from the Commander of the World they wish to transfer to during Phases 2 and 3. If the Commander accepts their request and sends them a Special Invite, they can transfer to their desired World.
In order to maintain a sense of fairness and balance between powers, Powerhouse Worlds cannot send Special Invites, and operatives who exceed a Powerhouse World's Max Combat Power cannot request a Special Invite from the World's Commander.
